Recognition of Seniority \ Reconnaissance de l’ancienneté
In 2023, the Government of Québec, through Premier François Legault and Minister of Health Christian Dubé, announced the creation of Santé Québec. Among the promises made was the commitment to create opportunities for you to more easily obtain a position in another institution within the network, in line with your needs and aspirations.
One year after the establishment of Santé Québec, however, this promise has yet to become a reality. Despite high expectations, you still cannot use your seniority to secure a position in another institution. This situation is disappointing and difficult to understand, especially in a context where the network is in great need of stability and staff retention.
In light of this, the unions in the health and social services network (APTS, FIQ, FP-CSN, FSSS-CSN, FSQ-CSQ, CUPE-FTQ and SQEES-FTQ) have chosen to unite to defend your rights. Together, we are calling for concrete changes so that you can obtain a position in an institution other than your own. For the past two months, negotiations have been underway to allow employees to use their seniority when seeking a position in another institution within the network, if that position remains vacant after being posted internally.
For us, this is a simple, fair, and logical measure that recognizes the seniority you have acquired over the years. We are asking that a position first be posted locally and, if it remains vacant, that it then be offered to all individuals already employed within the network.
We are also calling for an end to a practice we consider unfair: imposing a new probationary period when you change institutions. An employee who has already proven themselves within the network should not have to start from scratch simply because they change workplaces.
On the employer’s side, our requests have been well received and are currently under review. An openness to discussion and to finding solutions has been demonstrated, allowing us to approach the next steps in a constructive manner.
